AMC PAX TERMINAL REPAIRS F-360 – U.S. NAVAL SUPPORT FACILITY, DIEGO GARCIA, BRITISH INDIAN OCEAN TERRITORY (B.I.O.T.)

PROJECT DESCRIPTION:

The U.S. Navy Support Facility (NSF) Diego Garcia is located in the Indian Ocean within the British Indian Ocean Territory (B.I.O.T.). NSF Diego Garcia is located south of equator approximately 2900 kilometers southwest of Bombay, India and approximately 2400 kilometers northeast of Mauritius, 4,723 km west-northwest of the west coast of Australia, and approximately 8,906 kilometers southwest of Guam.

Diego Garcia is a narrow coral atoll, is the largest of the 60 small islands comprising the Chagos Archipelago, being an atoll occupying approximately 174 square kilometers, of which 27.19 square kilometers is dry land. The coral atoll is horseshoe-shaped giving it the nickname “Footprint of Freedom” with an opening approximately 6.4 kilometers wide where the lagoon transitions into the Indian Ocean. The land distance from tip to tip of the atoll is 64 kilometers, enclosing a lagoon 21 kilometers long and up to 11 kilometers wide. The total land area is approximately 2720 hectares. Grade elevations on the atoll range between one to nine meters above Mean Sea Level (MSL) with an average elevation of 1.8 meters MSL.

Project Scope: The project encompassed the complete repair and renovation of an existing building components and utility systems of Unaccompanied Personnel Housing (UPH) 7. Work included removal and provision of finishes (floor, wall and ceiling), doors, windows, louvers, unitized kitchen, toilet fixtures, built-up roofing, roof gutter systems, air conditioning, and exhaust system for 58 individual bedroom units with their own private bathrooms and kitchenettes. It also required provision of complete fire protection system, fiber optic conduits for internet connectivity. It also included the removal, handling and disposal of asbestos containing materials and materials containing lead. One of the most significant aspects of this project was the provision of photovoltaic panels on top of the roof deck of the facility complete with solar combiners and circuit breaker for individual PV.

Several Notable features of work included:

  • Provision of Photovoltaic Panels at Roof Deck that supply 75KW power to the facility during day time. The PV panels have inverters that are capable of automatic and continuous operation either in stand-alone mode, or interconnected in parallel with the electric utility service to the site.  
  • The only UPH building in Diego Garcia with upgrade HVAC System that comes with Direct Digital Controls (DDC).
  • Only UPH building in Diego Garcia with complete Fire Protection System.
  • By using LED lighting fixtures, the building is now more energy efficient than other UPH building in the island.
  • The building is now both asbestos and lead free facility.

The Materials procurement and logistics are very challenging as we have to source the component from the US mainland and to timing the shipping to Singapore to catch the once a month shipping schedule to DG thru the Military Sealift Command of the US Navy.
