This was a Design Build Contract. The work included the demolition and reconstruction of Runway 06R/24L at Andersen Air Force Base, Guam. The new construction consists of 11,185′ x 200′ PCC slipform pavement. The project also included removing and replacing degraded airfield lighting, Aircraft Arresting Gear realignment and reconstruction, and repairs to taxiway intersections.

This was an extremely short fused project. AAFB Guam served a key role supporting both combat and military airlift missions for the Global War on Terrorism (GWOT) so having the runway back in operation quickly is vital to national security. The project was awarded in late September and the 100% Design was submitted on April 10, 2009. Demolition of the existing runway commenced on March 10, 2009 and the PCC Test Strip for Government approval was completed May 29, 2009. Production paving began on June 16, 2009.

The start of paving coincides with the start of the “Rainy Season” in Guam and this is the most significant challenge the project team has had to overcome. Work times have to be flexible so that production can move forward on any day of the week and at any hour of the day depending upon the weather conditions. Precautions must always be taken to insure that if rain does come, the work can be properly protected while still maintaining the extremely high quality standards established by the Army Corp of Engineers and the USAF. Precautions included modifying equipment to accommodate large polyurethane protective covers to be rolled out over the PCC in the event of rain, providing additional manpower to handle the protective covers due to high wind conditions, and building movable temporary damns to divert water.
